Can Turkiye’s Libya breakthrough reshape Eastern Mediterranean diplomacy?

Turkey renewed a maritime offer to Egypt as a contested agreement with Libya complicates regional energy diplomacy.

TL;DR

  1. Turkey renewed its offer to negotiate a maritime boundary agreement with Egypt.
  2. The offer follows eastern Libya’s parliamentary approval of a disputed 2019 agreement with Turkey.
  3. Egypt rejects the Libya agreement, and no new Turkey–Egypt agreement or negotiating timetable was announced.

Turkey’s Defence Ministry renewed its readiness to sign a maritime boundary agreement with Egypt on October 28. It claimed Egypt could gain more than 15,000 square kilometers of maritime jurisdiction compared with a possible agreement with Greece. [1] [2]

That figure is Turkey’s assessment, not an agreed measurement, and the ministry announced no negotiating timetable. Egypt and Greece have a partial maritime boundary agreement from 2020 and have discussed extending it. [1] [2]

The new offer follows eastern Libya’s parliament approving a 2019 Turkey–Libya maritime memorandum on October 20 after years of opposition. Egypt says that memorandum infringes its maritime rights; Turkey considers it consistent with international law. [1] [3]

Al-Ahram Weekly reported that Egypt is coordinating with other countries and preparing a legal response to the Libya agreement. Turkish Minute reported that the competing claims concern areas relevant to offshore oil and gas exploration. [2] [3]

Why it matters

The boundary dispute connects alliances and energy security: competing claims affect the areas where governments assert rights to explore offshore resources. A renewed offer is a diplomatic position, not a settled maritime border.

Editor's note

The area comparison is attributed to Turkey and has not been independently established. Egypt has not accepted the offer, and the legality of the Libya agreement is contested.
